BOARD OF SOCIAL WORK UPDATE:
SECOND RULES PROPOSAL
In October 2009, the Legislative Rules Review Committee received notice of a proposed rules change from the Iowa Board of Social Work to add a definition for the term, “Diagnosis.” The Board’s proposed definition limited diagnosis to DSM only. In response, the NASW, Iowa Chapter, worked with social workers across the state to fight the changes. Social workers were successful and the Board of Social Work rescinded the rules to define diagnosis as DSM only.
With one hurdle down, comes another. The Board of Social Work has proposed new rules to the section that pertain to Licensure, Chapter 280, which discusses the requirements for supervision. The new proposal would add two new requirements for supervision (under the same section that discusses the number of hours post graduate experience and the number of hours of supervision). The proposed rules read as follows:
ITEM 1. Amend rule 645-280.6 by adding the following new paragraphs:
- Include as at least one component of the diagnostic practice identifying specific mental or emotional disorders or conditions utilizing the DSM IV (current edition).
- Include the provision of psychosocial therapy.
The NASW, Iowa Chapter, Board of Directors is not in agreement with the proposed rule change, fearing a similar interpretation of the previous proposal. The Board would ask social workers to respond to the proposed rules. A letter template is available on the Iowa Chapter web site (www.iowanasw.org).
The Board of Social Work received public comments on January 5, 2010. This was also the same date the Legislative Rules Review Committee received first notice of the proposed rules.

CHAPTER COMPLETES RESEARCH OF THE PROFESSION
In the Fall 2008, the Iowa Chapter received the Ruth Fizdale Program Grant from the NASW Foundation. The Chapter office utilized the funds to gain insight into the social work profession in Iowa.
The research was developed upon completion of a round of focus groups conducted across the state in the spring 2008 to elicit social worker’s views of the future of the profession. More information was needed requiring the research be completed.
